President Obama has signed H.R. 4532, the "Social Security Disability Applicants' Access to Professional Representation Act of 2010," into law. The Act makes permanent Social Security Administration programs that allow direct payment of attorneys and some non-attorney representatives in Social Security and Supplemental Security Income claims cases.
Prior to this law, direct payment from the Social Security Administration was available for attorneys, but not non-attorney representatives. In addition, only Social Security claims were covered. The new law eases the ability for claimants to have qualified representation to navigate the claims process.

The H.R. 4532 stems from the Social Security Protection Act of 2004, which had created the demonstration projects expanding eligibility of representation. H.R. 4532 continues the 2004 Act requirements regarding the qualifications necessary to be a professional representative, including a bachelor's degree or equivalent training and work experience, a written examination, professional liability insurance, a criminal background check and ongoing continuing education.
