Check the system control board leds.
You are likely to have an inverter problem, and it will be shown there.
Even if you have disabled each one of the 4 inverters at a time, you have to know what tube current can you use on your test. It will depend on which inverter is disabled.
Abdula, disconect all xsc´s cables (except power supply) and verify all test points on it
If the xsc+ it´s ok you are going measure only 1vdc at tp55, if any other tp has more than 0v you have problem with your xsc+
