The system will sometimes boot up I am not sure what version of software is on the machine, but I was hoping that reloading software may solve the boot up problem, the system will boot up after 3 or 4 attemps. Thanks for any help you can offer.
On ANY type of system or computer I ever worked on, if it will successfully boot, nearly 100% it is not software. Loading software on a broken machine wil just add to your troubles, and confuse you more....I strongly feel it would be hardware, and loading sotware will hurt you more ;)

Does anyone one know if it is possible to reload software on the 9800 without the OEC field service engineer and if so what is the procedure.

Yes, there is a way..... What is the Version of Software that you are running...... Is the system bootable....
What happen to the old software?
