This is a TIRC module error. Check the Current Error LED on the main CPU bd. LED "on" is failure in motor(rotor)current. LED "off" is a communication error.
Go to GE docs and there is a TIRC service manual, follow link and select TIRC then search all, you should get the PDF file to download.
